We hear every day about the war economy. Is this inevitable? Can we reverse things and talk about an economy of peace? This is the question that a round table asked during an interreligious conference organized by the Focolare Movement in the Roman Hills.

First guest speaker, Luigino Bruni, professor at LUMSA University (Rome) explains the ambivalence of the relationship between economy and peace. The first writings that we know are accounting documents. Exchanging things means we do not have to steal them or go to war to get them. Commerce has always been an opportunity for meetings. Let us think of Venice and Constantinople: merchants meet! Where we work, we exchange better.

Economy and peace have a complex relationship throughout history

Montesquieu developed the thesis of gentle commerce”, according to which the spread of commerce between people improves morals, making actions less violent and more predictable, energies directed towards peaceful goals and manners politer. Another thesis, that of A. Genovesi, argues, on the other hand, that trade is the great source of war. Man is jealous, and jealousy arms men.

The spirit of commerce is bad when it becomes belligerent. L. Bruni deplores the bellicose language learned by economics students. For him the fundamental law of economics is not selfishness or altruism, but reciprocity and encounter. They alone build peace. The economy has a vocation for communion.

In the Bible, there is a specific trait of women’s wisdom. It manifests itself in different ways: in Abigail who manages to avoid David’s war against her clumsy husband; at Naomi who teaches her daughter-in-law Ruth how to conquer her future husband Boaz; or even with the wise mother of Tekoa (2 Samuel 14.5-7) who convinces David to repeat the “sign of Cain” on her fratricidal son and thus to save him.

The Bible often shows us the different intelligence of women, characterized by a special intuition for the care of relationships and life that comes before reasons, interests, power and religion.

Olive Schreiner wrote this remarkable text: “It will not be through cowardice or incapacity, nor certainly through superior virtue, that woman will put an end to war, when her voice can be heard in the government of the States; but because on this point the science of woman, as woman, is superior to that of man: she knows the history of human flesh: she knows its price: man does not know it. In a besieged city, it easily happens that the people tear down precious statues and sculptures from galleries and public buildings to make barricades, throwing them to fill the gaps, without thinking, because they present themselves first by hand, without paying any more attention than if it were stones on the sidewalk.

But there is only one man who could not do that: the sculptor. Even if these works of art are not by his hands, he knows their value. Instinctively, he would sacrifice all the furniture in his house, the gold, the silver, everything that exists in the cities before throwing the works of art into destruction.

Concerning the economy, it must never be left to its own devices. It becomes dangerous if this is the case. Greed and the search for power are the root of all evil. In itself, money is neutral, but attachment to it and the desire for wealth are problematic.

Paradoxically, Shomali develops the idea that the main beneficiary of charity is not the one who receives, but the one who gives. Economic activities build peace if we live them in God. “Baraka” – blessing – means that certain places, businesses and activities are blessed if they are done with prayer, justice and dignity. It brings peace to all, leads to trust, serenity, support and forgiveness. “God is grateful to people who introduce ethics and spirituality into the economy,” he concludes

Seeds of hope

Fabio Petito, professor at the University of Sussex and the Institute of International Policy Studies (ISPI), believes that the “Sustainable Development Goals” are jeopardized by transgressions of multilateral law. Unfortunately, religions seem to favour them. These are seen as part of the problem.

In December 2023, EU leaders announced that the EU would recognise Georgia as a candidate country and would start accession talks with Ukraine and Moldova. The accession talks with Ukraine and Moldova formally started on 25 June 2024. In March 2024, EU leaders also agreed to launch accession talks with Bosnia and Herzegovina.

The EU has recognised Albania, Bosnia and Herzegovina, Georgia, Moldova, Montenegro, North Macedonia, Serbia, Ukraine and Türkiye as candidate countries for EU membership, though accession negotiations with Türkiye have been frozen since 2018. This was followed by two waves of Central and Eastern European countries joining. The Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Slovakia, and Slovenia as well as Cyprus and Malta joined in 2004. In 2007, it was the turn of Bulgaria and Romania.

Croatia became the most recent country to join the EU in 2013. Meanwhile, the UK left the EU in 2020.

What is the current situation for EU enlargement?

Russia’s full-scale invasion of Ukraine in 2022 led to Georgia, Moldova and Ukraine submitting applications for EU membership. The EU formally launched accession talks with Moldova and Ukraine in June 2024, while Georgia was recognised as a candidate country in December 2023.

The EU is also keen to give Western Balkan countries, who have been part of the enlargement process for a long time, a clear path to membership to help stabilise the region and promote fundamental reforms and good neighbourly relations.

MEPs debate and vote on annual progress reports for each country, which is an opportunity to identify areas of concerns.

The Parliament’s approval is also required before a country can join the EU.

Parliament has remained supportive of the enlargement process. President Roberta Metsola called it the EU’s strongest geopolitical tool in a speech to the European Council in October 2023. “That is why the European Parliament had called for Ukraine and Moldova to receive EU candidate status,” she said. “This status gives a clear European perspective to these nations and serves as a powerful impetus for advancing democratic reforms. A quick look back at the last 20 years can illustrate the transformative power of enlargement. That is why we want to go the next step by the end of the year if those countries are ready.”

On various occasions Parliament called for the EU’s doors to be opened to Ukraine and Moldova. In July 2022 MEPs welcomed the Council decision to start the accession process with the two countries.


Parliament continues to support the accession of the Western Balkans countries to the EU. In a resolution adopted in June 2020, MEPs call on the EU to do more to make the enlargement process for these countries a success.

In a resolution adopted in December 2023, Parliament called on the EU to open accession talks with Moldova and Ukraine as well as with Bosnia and Herzegovina, provided the country takes certain reform steps. MEPs also called for a clear timetable to conclude negotiations by the end of this decade and for Georgia to be recognised as a candidate country.

RUSSIA: Shootings in several cities of Dagestan, a synagogue and churches attacked

At least 19 people were victims of an attack on police officers, Orthodox churches and synagogues in Dagestan Derbent and Makhachkala on Sunday evening. Five attackers were killed, the authorities said: two in Derbent and three in Makhachkala.

The head of Dagestan Sergey Melikov said at night that “more than 15 policemen” and several civilians “were victims of today’s terrorist attack.” On Monday morning, the Investigative Committee of Russia (ICR) confirmed the death of 15 security forces and four civilians, including an Orthodox priest.

In the morning, the counter-terrorist operation regime was lifted in Makhachkala and Derbent. A criminal case under the articles on terrorist attack, illegal possession and theft of firearms. A three-day mourning has been declared in Dagestan. According to Interfax, “In the days of mourning, state flags will be lowered throughout the territory of the republic. Cultural institutions and television and radio companies located in Dagestan will cancel all entertainment, entertainment events and programs.”

The Russian Union of Travel Industry (PCT) recommended temporarily refraining from traveling to the region. Those in the republic were urged to take precautions. According to the Association of Tour Operators of Russia (ATOR), there can be up to 20,000 tourists in the republic.

Synagogues and churches attacked

In Derbent, the terrorists attacked the Church of the Intercession of the Most Holy Theotokos on Lenin Street. As a result of the attack, Archpriest Nikolai Kotelnikov, who served in the church for more than 40 years, was killed. “Father Nikolai was killed in a church in Derbent, his throat was cut,” Shamil Khadulayev, Deputy Chairman of the Public Supervisory Commission of Dagestan, wrote in a telegram on Sunday.

They also attacked the Kele-Numaz synagogue on Tagi-Zade Street with machine guns shortly before the evening prayer, the Ministry of Internal Affairs reported. A strong fire broke out in the synagogue as a result of the attack. It was extinguished only at night.

A similar attack was committed in Makhachkala. There, a traffic police post on Yermoshkin Street, next to which there is a synagogue, was shelled. Several police officers were killed. RIA Novosti, citing the rabbi, reported that no one was injured in the synagogue.

Another shootout was near the Holy Dormition Cathedral on Ordzhonikidze Street. The church guard died, one of the parishioners told TASS. “As soon as the shooting began, we closed from the inside,” he said. 18 people were barricaded in the church – clergymen and parishioners. At night, they were taken out by employees of the Ministry of Internal Affairs. “No one was hurt,” said an Interfax source.

Some religious data

According to a survey in 2012, 83% of the population of Dagestan adheres to Islam and 2.4% to the Russian Orthodox Church.

Dagestanis adherents of Islam are largely Sunni Muslims of the Shafii school. On the Caspian coast, particularly in and around the port city of Derbent, the population (primarily made up of Azerbaijanis) iw Shia. A Salafi minority is also present.

Since the dissolution of the Soviet Union, there has been an Islamic revival  in the region. By 1996, Dagestan had 1,670 registered mosques, nine Islamic universities, 25 madrassas, 670 maktab. It is estimated that “nearly one in five Dagestanis was involved in Islamic education.”

The number of Protestants among the non-Slavic indigenous population is very low, with estimates between 2,000 and 2,500. Most of these are Pentecostal  Christians from the Lak ethnicity. The largest congregation is Osanna Evangelical Christian Church (Pentecostal) in Makhachkala, with more than 1,000 members.

A number of native Tati-speaking Jews – the so-called “Mountain Jews” – are also present in Dagestan. However, since 1991 and the collapse of the Soviet Union, many have migrated to Israel and the United States. These were an extension of much larger Azerbaijani Jewish community across the border with Azerbaijan.

With these words, His Holiness the Ecumenical Patriarch Bartholomew began his short address to the International Summit for Peace in Ukraine, which was attended by leaders and representatives of about one hundred countries and international organizations, and which took place on June 15-16, 2024, in the Bürgenstock resort , Switzerland.

The Patriarch emphasized the importance and value of dialogue, which, in his words, is the driving force of this conference.

Regarding the granting of autocephaly to the Orthodox Church of Ukraine, he emphasized that the Ecumenical Patriarchate responded to the “pastoral needs of the Orthodox believers in Ukraine”: “On January 5, 2019, in response to the pastoral needs of the Orthodox believers in Ukraine, the Ecumenical Patriarchate decreed the Orthodox Church of Ukraine as an autocephalous or self-governing ecclesiastical entity independent of the Moscow Patriarchate. And we did this despite all the difficulties and at any cost, because we firmly believe that Orthodox Christians in Ukraine deserve their own church voice. We are all here to support a just and lasting peace in a sovereign Ukraine. May God rest in peace all those who tragically lost their lives and give strength to all those who defend the peace.”

According to a press release, during the summit the Ecumenical Patriarch had the opportunity to meet and talk with the presidents of Ukraine Volodymyr Zelensky, France Emmanuel Macron and Georgia Salome Zourabishvili, with the Prime Minister of Greece Kyriakos Mitsotakis, the Vatican Secretary of State Monsignor Petro Parolin, with Hakan Fidan, Minister of Foreign Affairs of Turkey, and others.

An interesting detail of the picture of the meeting is the attempt to create a “problem” around the participation of the Ecumenical Patriarch, who attended the meeting as a representative of Turkey, but with the flag of the Patriarchate. Turkey was represented by its foreign minister, Hakan Fidan, and by Patriarch Bartholomew. Highlighting the coverage of the “church participation” in the meeting in the pro-Russian media was the status of the patriarch, who participated with the title of Ecumenical Patriarch. In Turkey, however, his status is recognized only as “Greek Patriarch of Fener”. The presence of his signature as “Ecumenical Patriarch” under the general declaration led the Turkish authorities to emphasize again that they do not recognize Patriarch Bartholomew such a title and role in world Orthodoxy that was inherited from the Byzantine Empire, and he is only the head of the “Greek religious minority ” in the country and can only represent him. The Turkish foreign minister also denied having an official personal meeting with the patriarch within the framework of the conference. This position particularly impresses the Russian policy aimed at compromising and belittling the role of the Ecumenical Patriarchate at all levels and on all occasions.

Turkish media also noted that the Vatican, which attended with observer status through its secretary of state, did not sign the joint declaration signed by Turkey. South Africa, Saudi Arabia, India, South Africa, Thailand, Indonesia, Mexico and the UAE did not sign the declaration. To date, the declaration has been signed by seventy-nine countries and six international organizations.
