Green Transition Forum 4.0: New global perspectives for the CEE region is taking place on 26-28 June 2024, Bulgaria (Sofia Event Center, Mall Paradise).
The forum dedicated to the European Green Deal and the green transformation was opened by the Bulgarian President Rumen Radev.
Deputy Prime Minister Petkova joined the panel Mobilizing capital for green policies, moderated by Liliana Pavlova, Vice President of the EIB (2019-2023). Ludmila Petkova said that Bulgaria’s Recovery and Resilience Plan is one of the greenest in Europe and added that measures to support climate goals represent more than 60 percent of the total amount allocated under it.
The caretaker government is committed and pays more and more attention to the effects of climate change and the costs of addressing them at the national level, Minister Petkova said, as quoted by BTA.
The GTF 4.0 is the CEE’s largest and most influential platform for discussing the European Green Deal.
GTF brings together the dedicated visionaries and leaders who catalyze the net-zero transformation of economies and industries.
To position the CEE region as a hub of sustainability, innovation, and economic dynamism, the fourth edition of the summit will provide a stage for open discussion on topics involving the economic, technological, and social futures of stakeholders impacted by the Green Deal.
Today after the official opening: Enhancing CEE competitiveness through sustainable green transformation and the Keynote speaker Giorgos Kremlis, Ambassador of the European Public Law Organisation to Bulgaria. Honorary Director of the European Commission, the closing address was presented by His Royal Highness Prince El Hasan bin Talal of Jordan, Chairperson of the Royal Institute for Interfaith Studies (RIIFS), Jordan.

Note: His Royal Highness Boris, Prince of Tarnovo and Duke of Saxony (Boris of Tarnovo) or Boris of Saxe-Coburg is a Bulgarian prince, firstborn son of Prince Kardam and grandson of Tsar Simeon II (Simeon Borisov Saxe-Coburggotsky). After the death of his father on 7 April 2015, he became the holder of the dynastic rights of Bulgaria. In 2022, Tsar Simeon II (Simeon Saxe-Coburggotsky) announced that he had decided that his grandson, when he succeeded him, would bear the title of Crown Guardian – Prince, not Tsar.

HRH Prince Boris is currently completing a Master’s degree in International Relations at IE University, where his thesis explores the opportunities for technology investment in Bulgaria through the EU Chips Act. His diverse background reflects his boundless curiosity. He has experience in drone piloting for land surveying, 3D photogrammetry for conservation, and has taken various courses at the London School of Economics, including Accounting and Consumer Behavior. Additionally, he holds an undergraduate degree in Sculpture from the University of the Arts London. Prince Boris has organized exhibitions in the UK, Paris, and Luxembourg, and charity auctions in Versailles and Gstaad. He has also worked for several fine art galleries in London and has pursued numerous personal projects over the years.

The Council of Europe is the oldest organization in the international architecture dealing with democracy, principles of states and taking care of human rights. Following more than two years of some times intense debate the Assembly this week approved amendments that will make its rules of procedures able to carry forward its work in proper order.
A leading member of the Assembly, Ms Ingjerd Schou, the head of the Norwegian Delegation to the Parliamentary Assembly of the Council of Europe (PACE) had been given the challenging task of updating the rules to be applied in the Assembly.
Ms Ingjerd Schou told the European Times that “we have to go into the rules and be more precise, but also more flexible.”
Its important to reflect and learn from experience of how situations were being dealt with which sometimes can not be predicted such as the Covid-19 pandemic. But also changes in the international scenario, for example Russia starting a full scale war on Ukraine which lead to Russia being expelled from the Council of Europe. With this the PACE had fewer members, however as an example the rules maintained the number of how many members were needed to create a political group.
Ms Ingjerd Schou thus pointed out that from time to time you have to also look into the rules of how this organization will function.
She stressed that “it’s important to have clear rules because then we can deal with critical political issues. With the fundamentals and also with the structure that make all the parliamentarians and also the secretariats aware of how to behave.”
The new amendments to the rules which were now adopted by the plenary Assembly streamlines the existing rules. They in part are focusing on practical aspects of the member work in the assembly like how to deal with voting of amendments being raised to proposed recommendations and “How many minutes can I speak?” And whether one can divide ones time in to several parts, to comment on other speakers.
Meetings in person as principle
In the course of the work to review the operating rules of the Assembly “there were also a kind of learning and also reflections after the pandemic that we need to meet in person because there is something between people meeting and exchanging views,” Ms Ingjerd Schou noted.
“We had a two days meeting in Oslo. Bringing the parliamentarians out of the hemicycle [Parliamentary Assembly hall] of Strasbourg to another capital. The debate was more low, it was more reflecting,” she added. “We also had a possibility to not only argue on the political issues, but also to understand why people and why countries take the position they take.”
The Council of Europe is a unique forum for exchange of views. It is based on three pillars, the rule of law, democracy and human rights.
Ms Ingjerd Schou thus considered that “If you want to be a member of the Council of Europe, you have to be present in plenary physically. And use this possibility to argue and find political solutions.”
The Council’s strong position is obtained through its conventions and the European Court of human rights. When a country join it will ratify conventions and its values.
“Our tools here is to confront, to debate, to argue, to give support and to challenge. You have to be patient when you are here. Because it takes time and we do not use the very hard tools such as excluding a country,” Ms Ingjerd Schou concluded.
For now the PACE has updated its rules, not for the first and probably not for the last time.
Not the first amendments
The Assembly has a long and proud tradition in its 75 years long history, but also some dark periods requiring its procedures to be reviewed. Notably in 2017 and 2018 when the PACE was looking in to claims that some of its members did favours for Azerbaijan in what has been called “caviar diplomacy”. As part of this there were calls for banning a former president of the Council of Europe’s parliamentary assembly, Mr Pedro Agramunt, from holding any senior post in the Council of Europe for 10 years. This occurred after he had been mentioned in relationship with a corruption inquiry into vote-rigging in favour of Azerbaijan.
The year before a money laundering scandal had shaken the council, when a leading member of the Assembly Mr Luca Volontè had been charged by Italian prosecutors for receiving €2.39 million by Azerbaijani officials in exchange for “his support of political positions of the state” at the Council of Europe. Mr Luca Volontè was later acquitted of the accusation of money laundering.
In the US, over 340,042 tech employees have been laid off since late 2022, with at least 56,042 layoffs in 2024 alone. While Bulgaria is also affected, resilient companies continue to hire local IT talent, positioning for future growth.

Despite a slowdown, the local IT sector is still leading the employer ranks
In the US, over 340,042[1] tech employees have been laid off since late 2022, with at least 56,042 layoffs in 2024 alone. Meanwhile, Bulgaria’s IT sector has slowed down to c. 2,500[2] job openings in June, down from c. 3,500[3] listed in February 2023, despite nearly doubled demand following 15 years of steady growth and a Covid-19 surge.

The Supreme Court ruled that, in the absence of a law distinguishing between Jewish seminary students and other conscripts, mandatory Israeli military service applies to the ultra-Orthodox as it does to all other citizens. Under a long-standing agreement, ultra-Orthodox men were exempt from military service, which is mandatory for most men and women in Israel. This exception has long been a source of anger among the secular circles of society. The division also deepened as the war in the Gaza Strip progressed.

This comprehensive overview is based on datasets primarily from 2021, acknowledging challenges in monitoring drug use due to stigma and hidden behaviors. The report uses multiple data sources to analyze trends, stressing caution in data interpretation and country comparisons due to persistent methodological difficulties. Detailed methodological information and limitations are provided in the online Statistical Bulletin, which also includes insights into European-level data estimates.
To contribute to the drug prevention movement called for by UN Secretary General Antonio Guterres, Brussels will be holding the PREMIERE of one of the documentaries, focused on the job done by drug prevention expert Julie Delvaux. It will be at 6 PM Wednesday June 26th, at Boulevard de Waterloo, 103, 1000 Brussels, and will start with a debate.
The approach to address this multifaceted challenge is reflected in this year’s theme, “The evidence is clear: invest in prevention.”

On the 26th of June 2024 the United Nations Secretary General, António Guterres delivered a speech marking the International Day Against Drug Abuse and Illicit Trafficking. He emphasized the impact of drug abuse and called on nations to prioritize preventive measures to address this global crisis.
Secretary General Guterres highlighted the human suffering caused by drugs particularly emphasizing the devastating consequences on health and well being with hundreds of thousands of lives lost to overdoses each year. He expressed concern over the growing production and danger posed by drugs contributing to increased crime and violence worldwide.
Guterres stressed that vulnerable populations, young people are disproportionately affected by this crisis. He noted that individuals using drugs or struggling with substance abuse face forms of victimization—from the drugs themselves to societal stigma and discrimination as well as harsh responses to their conditions.
In line, with this years theme Guterres underscored the importance of investing in prevention efforts to break the cycle of suffering.”Evidence supported programs aimed at preventing drug use can safeguard both individuals and communities while also disrupting economies that thrive on human suffering” he remarked.
Reflecting on his time as Portugal’s Prime Minister Guterres highlighted the effectiveness of holistic prevention strategies. Portugal’s efforts during his leadership involved a mix of approaches such as rehabilitation and reintegration programs, public health awareness campaigns and increased resources for drug prevention, treatment and harm reduction initiatives. These endeavors proved successful in reducing substance abuse.
In closing his statement Secretary General Guterres urged for a renewed dedication to combatting the challenges posed by drug abuse and trafficking. “Let us reaffirm our commitment on this occasion to persist in our battle against drug abuse and trafficking once and for all ” he emphasized.
The UN Secretary General’s message acts as a rallying cry to the community stressing the critical need for a collaborative and proactive stance, in addressing the crisis of substance abuse through prevention efforts, education and compassionate treatment approaches grounded in evidence based practices.

We hear every day about the war economy. Is this inevitable? Can we reverse things and talk about an economy of peace? This is the question that a round table asked during an interreligious conference organized by the Focolare Movement in the Roman Hills.
First guest speaker, Luigino Bruni, professor at LUMSA University (Rome) explains the ambivalence of the relationship between economy and peace. The first writings that we know are accounting documents. Exchanging things means we do not have to steal them or go to war to get them. Commerce has always been an opportunity for meetings. Let us think of Venice and Constantinople: merchants meet! Where we work, we exchange better.
Economy and peace have a complex relationship throughout history
Montesquieu developed the thesis of gentle commerce”, according to which the spread of commerce between people improves morals, making actions less violent and more predictable, energies directed towards peaceful goals and manners politer. Another thesis, that of A. Genovesi, argues, on the other hand, that trade is the great source of war. Man is jealous, and jealousy arms men.
The spirit of commerce is bad when it becomes belligerent. L. Bruni deplores the bellicose language learned by economics students. The Bible often shows us the different intelligence of women, characterized by a special intuition for the care of relationships and life that comes before reasons, interests, power and religion.
Olive Schreiner wrote this remarkable text: “It will not be through cowardice or incapacity, nor certainly through superior virtue, that woman will put an end to war, when her voice can be heard in the government of the States; but because on this point the science of woman, as woman, is superior to that of man: she knows the history of human flesh: she knows its price: man does not know it. In a besieged city, it easily happens that the people tear down precious statues and sculptures from galleries and public buildings to make barricades, throwing them to fill the gaps, without thinking, because they present themselves first by hand, without paying any more attention than if it were stones on the sidewalk.
But there is only one man who could not do that: the sculptor. Even if these works of art are not by his hands, he knows their value. Instinctively, he would sacrifice all the furniture in his house, the gold, the silver, everything that exists in the cities before throwing the works of art into destruction.

According to the Quran, peace is an ideal for this world and the hereafter. It is a name of God. It is not by chance that we greet each other with “Salam”.
But the devil, Satan, is the enemy of peace according to the Koran (Surah 2,208). We must not follow him, because it provokes conflicts to suppress inner peace and divide us. God, on the other hand, makes us brothers and sisters. If we follow His Word, we will be able to achieve peace.
Concerning the economy, it must never be left to its own devices. It becomes dangerous if this is the case. Greed and the search for power are the root of all evil. In itself, money is neutral, but attachment to it and the desire for wealth are problematic.
Paradoxically, Shomali develops the idea that the main beneficiary of charity is not the one who receives, but the one who gives. Economic activities build peace if we live them in God. “Baraka” – blessing – means that certain places, businesses and activities are blessed if they are done with prayer, justice and dignity. It brings peace to all, leads to trust, serenity, support and forgiveness. “God is grateful to people who introduce ethics and spirituality into the economy,” he concludes
Seeds of hope
Fabio Petito, professor at the University of Sussex and the Institute of International Policy Studies (ISPI), believes that the “Sustainable Development Goals” are jeopardized by transgressions of multilateral law. Unfortunately, religions seem to favour them. These are seen as part of the problem.
However, seeds of hope grow through interfaith solidarity. Leaders seek to respond collectively to violence. The document on the “Human Fraternity” of Abu Dhabi bears witness to this. If we are all brothers and sisters in God, then we all need recognition and respect and to participate equally in public life.
Therefore, interreligious dialogue must move from theology to practical collaboration. It is a most promising place for collaboration. Especially for young people and women. So religions can be part of the solution, not the problem.
“In this room,” he said, addressing the assembly, “you are seeds of hope for this new global solidarity, through a new style of life. You are the vanguard, a little light that can change the face of the earth. We need your creativity to fulfill Chiara Lubich’s prophecy”
