EU Leaders Approve New Heads for Major Institutions with Von der Leyen, Costa, Kallas

0

Brussels, June 27, 2024 – EU leaders on Thursday gave their political approval to a trio of names—Ursula von der Leyen, Antonio Costa, and Kaja Kallas—to lead the EU’s three major institutions over the next five years.

The EU’s top job ‘package deal’ includes a second term for incumbent European Commission President Ursula von der Leyen from the center-right European People’s Party (EPP), Portugal’s former Socialist Prime Minister Antonio Costa as European Council President, and Estonia’s Liberal Prime Minister Kaja Kallas as the EU’s new foreign policy chief, several EU diplomats confirmed.

It took roughly an hour for EU leaders to agree on a deal after von der Leyen and Kallas left the room, people familiar with the negotiations said.

Italy’s Prime Minister Giorgia Meloni abstained on von der Leyen and voted against Costa and Kallas. Meanwhile, Hungary’s Prime Minister Viktor Orbán voted against von der Leyen, in favor of Costa but abstained for Kallas, according to a diplomatic source.

Kallas, who left the meeting room since she was one of the candidates in the package, transferred her vote to Finnish counterpart Petteri Orpo, said people familiar with the discussions.

In response to her appointment, von der Leyen said she was “grateful” to EU leaders for endorsing her nomination for a second mandate. Costa expressed that he was “looking forward to working closely with them in a spirit of loyal cooperation between European institutions.” Kallas, reacting to her nomination, stated, “Your trust means a lot. We must continue working together to ensure Europe is an effective global partner to keep our citizens free, safe, and prosperous. As HRVP, I will be at the service of our common interests.”

The leaders’ decision comes three weeks after the EU elections, where centrist parties—Socialists, center-right EPP, and Liberals—gained the majority of seats, despite significant wins for the hard-right European Conservatives and Reformists (ECR) and far-right Identity and Democracy (ID) parties.

Von der Leyen’s nomination now requires approval by a simple majority vote in the European Parliament, expected on Thursday (18 July). However, she may have a hard time gathering the 362 votes required for her confirmation. With members of the European Parliament (MEPs) from the EPP, Socialists, and Liberal political groups, she could reach 399 votes, but only if no MEPs rebel against the deal.

Not all national delegations of these groups are guaranteed to back her. She may need to persuade the Greens and possibly some parts of ECR, considered more ‘moderate,’ to ensure her reelection. Should von der Leyen fail to receive parliamentary approval next month, EU leaders will have one month to choose a different candidate and restart the process.

Kallas, as the EU’s next chief diplomat, needs to face a set of public hearings starting at the end of September, when MEPs in the European Parliament’s Foreign Affairs Committee (AFET) and Security and Defence Sub-Committee (SEDE) will be able to question her over her policy vision. Ultimately, the whole College of Commissioners, including Kallas, needs to be approved en bloc by a single vote. After long negotiations between the EU parliamentary political groups and Commissioners, they have agreed on an EU-specific work program for the next five years.

Costa is now considered president-elect and will take over the role on December 1 once incumbent Council chief Charles Michel steps down at the end of November. He is expected to stay in the role for 2.5 years, according to the EU treaties. Based on a gentlemen’s agreement, he could then possibly be re-elected for an extra term.

Parliamentary Assembly updates its rules based on experience from Covid-19 and Russia’s war

Council of Europe in Strasbourg, France.
Council of Europe in Strasbourg, France.

The Council of Europe is the oldest organization in the international architecture dealing with democracy, principles of states and taking care of human rights. Following more than two years of some times intense debate the Assembly this week approved amendments that will make its rules of procedures able to carry forward its work in proper order.

Learning from experience

A leading member of the Assembly, Ms Ingjerd Schou, the head of the Norwegian Delegation to the Parliamentary Assembly of the Council of Europe (PACE) had been given the challenging task of updating the rules to be applied in the Assembly.

Ms Ingjerd Schou told the European Times that “we have to go into the rules and be more precise, but also more flexible.”

Its important to reflect and learn from experience of how situations were being dealt with which sometimes can not be predicted such as the Covid-19 pandemic. But also changes in the international scenario, for example Russia starting a full scale war on Ukraine which lead to Russia being expelled from the Council of Europe. With this the PACE had fewer members, however as an example the rules maintained the number of how many members were needed to create a political group.

Ms Ingjerd Schou thus pointed out that from time to time you have to also look into the rules of how this organization will function.

She stressed that “it’s important to have clear rules because then we can deal with critical political issues. With the fundamentals and also with the structure that make all the parliamentarians and also the secretariats aware of how to behave.”

The new amendments to the rules which were now adopted by the plenary Assembly streamlines the existing rules. They in part are focusing on practical aspects of the member work in the assembly like how to deal with voting of amendments being raised to proposed recommendations and “How many minutes can I speak?” And whether one can divide ones time in to several parts, to comment on other speakers.

Meetings in person as principle

In the course of the work to review the operating rules of the Assembly “there were also a kind of learning and also reflections after the pandemic that we need to meet in person because there is something between people meeting and exchanging views,” Ms Ingjerd Schou noted.

“We had a two days meeting in Oslo. Bringing the parliamentarians out of the hemicycle [Parliamentary Assembly hall] of Strasbourg to another capital. The debate was more low, it was more reflecting,” she added. “We also had a possibility to not only argue on the political issues, but also to understand why people and why countries take the position they take.”

The Council of Europe is a unique forum for exchange of views. It is based on three pillars, the rule of law, democracy and human rights.

Ms Ingjerd Schou thus considered that “If you want to be a member of the Council of Europe, you have to be present in plenary physically. And use this possibility to argue and find political solutions.”

The Council’s strong position is obtained through its conventions and the European Court of human rights. When a country join it will ratify conventions and its values.

“Our tools here is to confront, to debate, to argue, to give support and to challenge. You have to be patient when you are here. Because it takes time and we do not use the very hard tools such as excluding a country,” Ms Ingjerd Schou concluded.

For now the PACE has updated its rules, not for the first and probably not for the last time.

Not the first amendments

The Assembly has a long and proud tradition in its 75 years long history, but also some dark periods requiring its procedures to be reviewed. Notably in 2017 and 2018 when the PACE was looking in to claims that some of its members did favours for Azerbaijan in what has been called “caviar diplomacy”. As part of this there were calls for banning a former president of the Council of Europe’s parliamentary assembly, Mr Pedro Agramunt, from holding any senior post in the Council of Europe for 10 years. This occurred after he had been mentioned in relationship with a corruption inquiry into vote-rigging in favour of Azerbaijan.

The year before a money laundering scandal had shaken the council, when a leading member of the Assembly Mr Luca Volontè had been charged by Italian prosecutors for receiving €2.39 million by Azerbaijani officials in exchange for “his support of political positions of the state” at the Council of Europe. Mr Luca Volontè was later acquitted of the accusation of money laundering.

IT companies proved resilience as they continue hiring people on the local market despite global challenges, with c. 2,500 job openings available in June.

Bulgaria’s IT sector remains the most socially responsible, paying 3x the national average in taxes and social security contributions.

myPOS showcases resilience with a 27% staff increase in 2023, and currently listing 45+ new job openings.

Resilient IT firms hiring in Bulgaria leverage 4 key factors: strong leadership, stable investors, compelling value propositions, training and career opportunities.

Sofia, 26 June 2024: The global economic challenges have led tech companies to adopt cost-saving measures like layoffs and hiring freezes. While Bulgaria is also affected, resilient companies continue to hire local IT talent, positioning for future growth. Abdenour (Nour) Bezzouh, Group CTO at myPOS, with over 25 years of leadership experience in engineering and digital transformation across 4 continents, including roles at Intuit in Silicon Valley, Banco Santander, Talent.com, and PagoNxt, explains the main factors that differentiate resilient companies like myPOS, one of the leading European fintechs: strategic leadership, stable investments, innovative solutions, and career opportunities.

Despite a slowdown, the local IT sector is still leading the employer ranks

In the US, over 340,042[1] tech employees have been laid off since late 2022, with at least 56,042 layoffs in 2024 alone. Meanwhile, Bulgaria’s IT sector has slowed down to c. 2,500[2] job openings in June, down from c. 3,500[3] listed in February 2023, despite nearly doubled demand following 15 years of steady growth and a Covid-19 surge.

However, with a 12,1%[4] forecasted annual revenue growth in 2023, the local IT sector remains the most socially responsible, paying three times the national average in taxes and social security contributions, boosting other sectors, and investing in an improved quality of life.

Bolstered by a shift from shared services to entrepreneurship and a growing demand for digitalization, the most resilient companies on the local market continue to attract and retain talent, including from abroad, positioning themselves as top employers and evolving programmer roles, all while reporting significant growth.

Resilient IT companies hiring in Bulgaria leverage 4 key factors:

Strong leadership: Leaders with experience from successful tech pioneers, who have guided companies to maturity, can drive growth and navigate challenges effectively in developing tech markets.

Stable investors: Reliable investors provide the necessary resources for innovation and ensure talent retention, allowing companies to maintain a competitive edge, rather than being hampered by financial uncertainties.

Compelling value propositions: Products that address the needs of low-digitalized industries enhance efficiency and productivity for clients, making the company a vital partner in their digital transformation journey.

Training and career opportunities: Robust training and career development attract and retain top talent, ensuring a steady pipeline of skilled professionals, crucial for the company’s sustained growth and innovation.

For instance, at myPOS, driven by strong leadership with Silicon Valley experience, investment from one of the most solid funds globally – Advent International, innovative digital solutions, and commitment to career development, we have maintained a positive trajectory: 27% staff increase in 2023, reaching 500+ employees in Bulgaria out of over 700 across Europe, and currently listing over 45 new job openings in Sofia and Varna.

The most resilient will shape the future

myPOS’s ongoing success amidst layoffs and hire freezes underscores the importance of resilience and strategic foresight. Our Bulgarian offices play a crucial role, housing product development, customer support, administration, marketing and finance teams, and they will remain key as we envision further double-digit growth and total transaction volume of +€14B in 2024.

The IT market in Bulgaria holds significant potential for growth and innovation. Resilient companies like myPOS are well-positioned to capitalize on these opportunities, attracting top talent and offering compelling value propositions as the global tech industry stabilizes and grows, reinforcing its role as a major economic driver.

Israeli court: Orthodox Jews to serve in army like everyone else

0

Israel’s Supreme Court has ruled that ultra-Orthodox Jews must serve in the armed forces, world news agencies reported. This decision could lead to the collapse of Prime Minister Benjamin Netanyahu’s government, which also includes parties representing Israel’s ultra-Orthodox community

The Supreme Court ruled that, in the absence of a law distinguishing between Jewish seminary students and other conscripts, mandatory Israeli military service applies to the ultra-Orthodox as it does to all other citizens. Under a long-standing agreement, ultra-Orthodox men were exempt from military service, which is mandatory for most men and women in Israel. This exception has long been a source of anger among the secular circles of society. The division also deepened as the war in the Gaza Strip progressed.

Marathon of documentaries on Drug Prevention for International Day Against Drugs

0

On Wednesday, June 26, Scientology Network will observe the UN’s annual commemoration by airing the International Day Against Drug Abuse and Illicit Trafficking Marathon. The full day of programming puts the focus on the proven power of the Drug-Free World educational campaign to prevent people of all ages from ever trying drugs.

In the US, more than 70 percent of people who tried an illicit drug before the age of 13 have developed an addiction to alcohol or drugs. Worldwide, a recent estimate put the number of illegal drug users at around 296 million.

The European Monitoring Centre for Drugs and Drug Addiction (EMCDDA) has released its annual report summarizing the European drug situation up to the end of 2022, utilizing data from EU Member States, Türkiye, and Norway. This comprehensive overview is based on datasets primarily from 2021, acknowledging challenges in monitoring drug use due to stigma and hidden behaviors. The report uses multiple data sources to analyze trends, stressing caution in data interpretation and country comparisons due to persistent methodological difficulties. Detailed methodological information and limitations are provided in the online Statistical Bulletin, which also includes insights into European-level data estimates.

To contribute to the drug prevention movement called for by UN Secretary General Antonio Guterres, Brussels will be holding the PREMIERE of one of the documentaries, focused on the job done by drug prevention expert Julie Delvaux. It will be at 6 PM Wednesday June 26th, at Boulevard de Waterloo, 103, 1000 Brussels, and will start with a debate.

The approach to address this multifaceted challenge is reflected in this year’s theme, “The evidence is clear: invest in prevention.”

The special marathon event presents volunteers from across the globe featured on the Scientology Network original series Voices for Humanity. These heroes are educating everyone—from kids in schools to police departments and government officials—with Truth About Drugs materials and are making a meaningful impact on communities and entire nations.

One volunteer, Julie Delvaux, who spreads the message of the Truth About Drugs throughout Belgium and is featured on Voices for Humanity, states:

“Today there is a lot of incorrect information circulating about drugs. We give factual information to the youth. We want to inform them before the dealers do—with the Truth About Drugs campaign. I know that we are really paving the way for a drug-free society.”

Backed by a massive network of volunteers and nearly 80,000 partnerships in 180 countries across six continents, Drug-Free World’s message has reached over one billion people with an acclaimed package of antidrug educational materials.

The day’s programming (beginning 9 a.m. ET) includes:

  • Voices for Humanity, the only ongoing television series dedicated to those working in the streets, schools and communities to combat drugs and other major social ills;
  • PSAs to raise awareness of the devastating dangers of drugs; and
  • The Truth About Drugs documentary, a powerful and comprehensive look into the true dangers of drugs, from marijuana, opioids and synthetic street drugs to the addictive pharmaceuticals marketed with slick Madison Avenue advertising campaigns.

See the full schedule at scientology.tv/schedule.

The Scientology Network debuted on March 12, 2018. Since launching, the Scientology Network has been viewed in over 240 countries and territories worldwide in 17 languages. Satisfying the curiosity of people about Scientology, the network takes viewers across six continents, spotlighting the everyday lives of Scientologists; showing the Church as a global organization; and presenting its social betterment programs that have touched the lives of millions worldwide.
