Partnerships, increase in crucial climate investments for sustainable transition, explains the deputy chief of the UN

Marking the tenth anniversary of the UN Sustainable development objectives (ODD) and the landmark Paris AgreementMs. Mohammed underlined the significant progress made over the past decade, while recognizing the substantial challenges that remain.

“The investment is essential,” she said, citing the need for 2.4 billions of dollars per year to flow emerging economies and developing outside China by 2030 to maintain the goal of 1.5 degrees at hand and deliver on the SDGs.

Addressing the leaders of companies, financial and civil society, Ms. Mohammed called for continuous innovation, collaboration and the creation of new models and partnerships to mobilize large -scale finance. She encouraged managers to transform obstacles into commercial opportunities and generate real climate and sustainable development investments.

In closing, Ms. Mohammed reaffirmed the United Nations commitment to support global efforts to a more prosperous future for all. “The United Nations is ready to support your efforts at each stage and to keep hope for a more prosperous future for everyone alive,” she concluded.

South Sudan on the brink as peace deal falters, UN warns

Nicholas Haysom, Special Representative of the UN Secretary-General for South Sudan, warned that a political standoff between President Salva Kiir and former First Vice President Riek Machar – the two principal signatories to the 2018 Revitalized Peace Agreement – has now degenerated into direct military confrontation.

Volatility is mounting amid reports of renewed mobilisation by the White Army militia and South Sudan People’s Defence Forces (SSPDF) in Upper Nile state, the alleged recruitment of children, and the deployment of Ugandan forces at the government’s request.

Misinformation, disinformation and hate speech are fuelling political and ethnic tensions.

This situation is darkly reminiscent of the conflicts of 2013 and 2016, which cost over 400,000 lives,” Mr. Haysom said, briefing ambassadors in the Security Council.

“The overriding imperative now is to urgently avert a relapse into full-scale conflict, refocus efforts on accelerating the implementation of the Agreement, and advance the transition towards South Sudan’s first democratic elections.”

Spillover of war in Sudan

Mr. Haysom underscored the urgent need for collective effort by national and international stakeholders to secure a cessation of hostilities, preserve the Revitalized Peace Agreement and ensure an end to the continuous cycles of incomplete transitions.

The parties must resolve tensions through dialogue, build trust and confidence, refocus on the peace agreement and consensus-based decision making, and strongly commit not to return to war, he said.

UN pushes for dialogue

Mr. Haysom, who also heads the UN Mission in South Sudan (UNMISS), highlighted its diplomatic efforts alongside the African Union, the regional bloc IGAD, Pope Francis and others to urge restraint and restore dialogue.

He urged the Security Council to support steps to ease tensions, especially in the Nasir region of Upper Nile state; respect for the ceasefire; the release of detained officials; and encourage South Sudan’s leaders to put the interests of the people first.

UNMISS also remains engaged in supporting civic and political space, and rule of law, while also focusing on protection of civilians, facilitating humanitarian assistance and monitoring human rights. However, it faces limitations – especially in the face of a broader conflict – such as access denials and operating constraints.

“UNMISS is a peacekeeping mission – not an army – and cannot be everywhere, all at once,” Mr. Haysom said.

Humanitarian fallout worsening

The political and security situation is unfolding against a backdrop of what the UN Office for the Coordination of Humanitarian Affairs (OCHA) called a “humanitarian nightmare in the making”.

Also briefing ambassadors, Edem Wosornu, OCHA Director of Operations, warned that conditions have dramatically deteriorated over the past eight months.

Across South Sudan, over 9.3 million people – three-quarters of the population – require humanitarian assistance, about half of them are children.

Since February, insecurity in Upper Nile has displaced 130,000 people, including thousands into Ethiopia as refugees. Hospitals have also been forced to shut down due to attacks and destruction, while nearly 7.7 million people are facing acute food insecurity.

The crisis is feared to worsen as the rainy season begins. Last year, severe flooding affected about 1.4 million people, displaced communities and disrupted food production, fuelling localised violence.

Break the cycle of violence

Despite ongoing relief efforts, both UN officials underscored that humanitarian aid cannot substitute for political will.

What is needed, they stressed, is urgent, sustained, and coordinated action – from national leaders, regional guarantors and the international community – to prevent the situation from spiralling.

“Another war is a risk South Sudan simply cannot afford, nor can the wider region,” Mr. Haysom said.

“The Revitalized Peace Agreement remains the only viable framework to break this cycle of violence in South Sudan.”

Record number of alerts in 2024 for dangerous non-food products in the EU

Today, the European Commission has unveiled its annual report on Safety Gate, the European Rapid Alert System for dangerous non-food products. The report presents an overview of dangerous products notified in the Safety Gate in 2024. 4,137 alerts were notified last year – the highest ever recorded amount of alerts since the launch of the system in 2003. This increase in alerts demonstrates the growing effectiveness and trust in the Safety Gate system, as authorities are using the platform more often to report and address potential threats to consumer safety. The report also outlines the follow-up actions taken by national authorities of the EU Member States, Norway, Iceland, and Liechtenstein to prevent harm to consumers and stop the sale of hazardous products.

Main findings

Last year, cosmetics (36%) remained the most frequently reported products posing health risks, followed by toys (15%), electrical appliances (10%), motor vehicles (9%) and chemical products (6%). 

Chemical ingredients were the main cause of risk in almost half of the alerts. Dangerous chemicals detected included cadmium, nickel and lead in jewellery, as well as allergenic fragrances in body oils, and synthetic chemicals used to soften the plastic, for example in some clothing. 97% of the cosmetics notified were reported to contain BMHCA, a banned synthetic fragrance, which can harm the reproductive system and cause skin irritation.

Alerts registered in the Safety Gate system triggered a robust response from market surveillance authorities with over 4,200 follow-up actions taken to stop the sale of these products or even take them off the market.

Next steps

The Commission is working closely with national market surveillance authorities to prepare the first ever product safety sweep. A ‘sweep’ is a set of checks carried out on websites simultaneously to identify breaches of EU consumer law in a particular sector. The aim of the product safety sweep will be to check the products sold on online marketplaces on their compliance with the new General Product Safety Regulation to ultimately enhance the safety of products offered for sale online.

Background

The Safety Gate Rapid Alert System enables national market surveillance authorities from the EU and European Economic Area (EEA) to report and take action against dangerous non-food products, warning other authorities to take swift action. Safety Gate alerts cover risks to human health and safety, such as choking, strangulation and damage to hearing or sight, as well as risks to the environment, energy resources and property.

Following the entry into application of the General Product Safety Regulation in December 2024, a modernised future-proof framework is now in place to ensure the safety of products on the EU market. The Regulation clarifies that all products sold in the EU online or offline, must be safe, regardless of their origin. It guarantees a better enforcement of the rules, improves the effectiveness of recalls of dangerous products and provides for the obligation by businesses to offer consumers remedies when recalling unsafe products and a new tool for consumers to report safety issues, such as the Consumer Safety Gateway.

With the e-Commerce Communication, presented in February 2025, the Commission proposed new joint actions to address concerns arising from the surge of unsafe or illicit products entering the Single Market from third countries. The e-Commerce Communication foresees targeted measures, among others, in the areas of customs and trade, such as launching customs controls, consumer protection and the Digital Services and Digital Markets Acts.

On 10 April 2025 the European Parliament and the Council reached a political agreement on the new toy safety rules. The new Regulation proposed by the Commission will ban the use of harmful chemicals, such as PFAS, endocrine disruptors and bisphenols, in toys. All toys will have a Digital Product Passport to prevent unsafe toys sold online and offline from entering the EU. The Regulation sets stricter rules on online sales and gives inspectors greater powers to remove dangerous toys from the market. This will ensure that imported toys are as safe for consumers as toys manufactured in the EU.

Since 2022, the eSurveillance ‘webcrawler’ application has supported national market surveillance enforcement authorities by detecting online offers of dangerous products signalled in Safety Gate. Each day, the application scans the internet in all official EU/EEA languages to identify reported dangerous products offered for sale to European consumers. The detected offers are automatically shared with the Member Sates’ enforcement authorities, enabling them to quickly trace the sellers and order the effective withdrawal of these listings. This contributes to harmonised enforcement actions and addresses the challenges of monitoring the online sale of dangerous products. In the past year, the eSurveillance webcrawler has processed nearly 4000 Safety Gate alerts, analysed almost 1.6 million websites, and identified about 5300 web shops potentially offering reported products.

EU rolls out plan to promote sustainable, repairable and energy efficient products

Today, the European Commission adopted the 2025-2030 working plan for the Ecodesign for Sustainable Products Regulation (ESPR) and Energy Labelling Regulation.

The plan provides a list of products that should be prioritised to introduce ecodesign requirements and energy labelling over the next five years. This will foster sustainable, repairable, circular and energy efficient products across Europe,  in line with the Clean Industrial Deal and the Competitiveness Compass.

The priority products for ecodesign and energy labelling requirements are steel and aluminium, textiles (with a focus on apparel), furniture, tyres and mattresses. These were selected based on their potential to deliver on the circular economy.

Harmonised product sustainability requirements at EU level will reinforce the single market, prevent barriers to trade, improve the level playing field, reduce the administrative burden, and strengthen the global competitiveness of businesses offering sustainable products.

In addition, the Commission will introduce horizontal measures to requirements on repairability for products such as consumer electronics and small household appliances. This will include the introduction of a repairability score for products with the most potential, and requirements on recyclability of electrical and electronic equipment.

The selection of products included in the present working plan, is based on an inclusive process with stakeholders and reflects both the input from stakeholders and Member States. It is  based on a thorough technical analysis and criteria notably related to the EU’s climate, environment and energy efficiency objectives, as well as an extensive consultation process, including through the Ecodesign Forum.

Future ecodesign and energy labelling requirements for the selected products will cover two elements:

  • product performance, such as minimum durability, minimum energy and resource-efficiency, availability of spare parts or minimum recycled content;
  • and/or product information, including key product features such as the products’ carbon and environmental footprint. Product information will mainly be made available via the Digital Product Passport or, for products with energy labels, via the European Product Registry for Energy Labelling (EPREL).

When developing ecodesign requirements, the Commission will pay attention to the needs of SMEs, in particular micro-enterprises and small mid-cap enterprises, and will ensure that tailored support is available to them.

Next steps

Ecodesign and energy labelling requirements will be set via delegated acts on a product-by-product basis or for groups of similar products. This will be based on thorough preparatory studies and impact assessments. It will involve stakeholders and interested parties throughout the process, including in the recently established Ecodesign Forum.

Regarding some energy-related products, ongoing work under the Ecodesign Directive should continue, and relevant requirements will be adopted not later than 31 December 2026.

Background

The Ecodesign for Sustainable Products Regulation (ESPR) aims to improve the sustainability of products placed on the EU market by increasing their circularity, energy performance, recyclability and durability, while improving the Single Market and strengthening the competitiveness and resilience of the EU economy. Adopted in July 2024, it builds on the approach successfully pioneered under the EU’s current ecodesign and energy labelling frameworks.

Together with the Energy Labelling Framework Regulation (ELFR), the ESPR facilitates consumers’ choice in favour of more sustainable and energy efficient products.

Today’s working plan continues the work that started on 16 energy-related products (such as dishwashers, electric motors, electric vehicle chargers or displays) from the 2022-2024 ecodesign and energy labelling working plan.

On Monday, World Health Organisation (WHO) Representative Rik Peeperkorn told UN News about the desperate conditions he had seen at Al-Ahli before the attack, and the severe restriction on movement that is preventing thousands being evacuated for medical treatment outside of Gaza.

“I was in Gaza several weeks ago and I came out in early March, just before the aid blockade started and the attacks started up again.

When I was there, during the ceasefire, we were organising polio vaccinations and medevacs (medical evacuations), and we stocked up on essential medicine and medical supplies. This was also the only time there were proper food stocks in Gaza.

There was almost a ray of hope among all the misery. Places I’d been before, like Rafah in the south, or Jabalia in the north, were utterly devastated wastelands, but people, including our own staff, were going back to their homes, trying to repair destroyed houses or building makeshift camps. You saw commercial activities restarting, and a choice of food.

But then, of course, with the blockade, food, water and essential medicines very quickly began running out. Even though we stocked up during the ceasefire, we are now critically low on supplies and it is challenging to keep hospitals even partly open.

We have completely run out of therapeutic milk, antibiotics, to treat severe infections, trauma painkillers, insulin, ambulance spare parts, oxygen tanks etc.

A couple of days before the attack on Al Ahli, a medical specialist there told us that the hospital was already overflowing because it’s one of the key hospitals in the north for trauma patients [those who have suffered severe and life-threatening injuries], and that they were forced to perform surgery under questionable sterile conditions.

They were lacking enough surgical gowns, drapes or gloves. They even had to wear the same gloves from one operation to the next. Because of the lack of equipment, surgeries could take hours, increasing the risk of permanent disability or amputations.

The staff asked us for the supplies that we have in our two warehouses in the south of Gaza, but we were not allowed.

This aid blockade needs to be lifted, and we have to get back to an arrangement whereby we can have humanitarian corridors throughout Gaza, without being denied or delayed entry. Even when a war is going on, humanitarian supplies should be allowed in and aid workers should be able to do their work.

Today I spoke to my team leads in Gaza, who have been to Al-Shifa hospital. Al-Shifa, now the major surgical and trauma centre for the north, is completely overwhelmed and under-supported. We are looking at the possibility of getting some patients from Al-Shifa to the south but everything is complex.

Far too few patients have been able to leave Gaza for the urgent care they so desperately need. We estimate that up to 12,000 patients need medical evacuation but, since the blockade we have only been able to evacuate 121 people, including 73 children.

“We call for the immediate resumption of medical evacuation through all possible routes. That should happen now.”

Habitats directive: Council agrees on the targeted proposal to change the protection status of the wolf

Today, member states’ representatives (Coreper) approved the Council’s mandate on changing the protection status of the wolf, aligning EU legislation with the updated Bern Convention. The mandate includes a targeted amendment of the habitats directive – the EU law that implements the Bern Convention – to reflect the revised protection level of wolves from ‘strictly protected’ to ‘protected’.

The objective is to provide more flexibility in managing wolf populations across EU countries, in order to improve coexistence and to minimise the impact of the growing population of the species, including socioeconomic challenges. Member states may have stricter protection levels in place.

The Council’s position contains no changes vis-à-vis the initial Commission’s proposal on this targeted amendment of the habitats directive.

Member states’ representatives endorsed the objective of aligning EU legislation with the recent decision of the Bern Convention which entered into force on 7 March 2025, following the EU proposal to modify the protection status of the wolf from strictly protected to protected species.

While wolves would no longer be under the status of strictly protected species, member states should still ensure the wolf favourable conservation status and apply monitoring measures which may lead to temporary or local bans on hunting. Moreover, EU funding and support will still be available for coexistence and prevention measures and state aids for compensating affected farmers may remain in place.

However, member states still have the possibility to list the wolf as a strictly protected species in their national legislation, and to have stricter measures in place for its protection.

Next steps

The European Parliament aims to adopt its position in May 2025. If this position is identical to the Council’s mandate, the Council will then formally adopt the amending directive.

Background

The Bern Convention, which was adopted in 1979 and entered into force in 1982, is an international treaty under the aegis of the Council of Europe which aims to ensure the conservation and protection of wild plant and animal species and their natural habitats.

To this end, the convention imposes legal obligations on contracting parties, protecting over 500 wild plant species and more than 1 000 wild animal species.

Its decision-making body, the Standing Committee, meets every year in Strasbourg. The EU and its member states are parties to the Bern Convention.

On 20 December 2023, the Commission forwarded to the Council a proposal for a decision to adapt the protection status of the wolf under the Bern Convention. Changing the protection status of the wolf under the Bern Convention is a prerequisite for any corresponding changes to its status at EU level. On 26 September 2024, the Council adopted a decision to submit, on behalf of the European Union, a proposal to amend the conservation status of the wolf. The decision of the Bern Convention entered into force on 7 March, allowing the EU to adapt the corresponding laws.

The conservation status of the wolf has shown a positive trend over the last few decades. The species has successfully recovered across the European continent, and the estimated population has almost doubled in 10 years (from 11 193 in 2012 to 20 300 in 2023).

This continued expansion has led to socio-economic challenges, in particular as regards coexistence with human activities and damage to livestock. According to the latest available data from member states, wolves are estimated to kill at least 65 500 heads of livestock each year in the EU.

The latest attacks, which began on 11 April, saw Rapid Support Forces (RSF)-affiliated forces launch coordinated assaults on Zamzam and Abu Shouk – two of the largest camps for internally displaced people (IDPs) in Darfur – as well as the regional capital, El Fasher.

Among those killed were 23 children as well as nine humanitarian workers who were operating one of the last remaining health posts.

No end in sight to suffering

The UN Independent International Fact-Finding Mission (FFM) for Sudan condemned the violence, warning that the situation is deteriorating as ethnically driven violence and hate speech escalate.

The world has witnessed two years of ruthless conflict which has trapped millions of civilians in harrowing situations, subjecting them to violations and suffering with no end in sight,” Mohamed Chande Othman, FFM chair, said in a statement on Monday.

“Amid the rising tide of hate speech and ethnically driven violence and reprisals, we fear the darkest chapters of this conflict have yet to unfold.”

Bring perpetrators to justice

UN Secretary-General António Guterres also condemned the latest violence, stressing that attacks on civilians, humanitarian and medical personnel are strictly prohibited under international law.

The perpetrators of these attacks must be brought to justice,” he said, calling for urgent, safe and sustained access to besieged areas like Zamzam camp, where famine conditions have already been identified.

Two years of atrocities

The Darfur attacks are the latest flashpoints in a conflict that erupted on 15 April 2023, when fighting broke out in Khartoum between the Sudanese Armed Forces (SAF) and the RSF.

The power struggle quickly descended into a nationwide civil war, killing thousands and displacing over 12.4 million people – more than 3.3 million as refugees into neighbouring countries.

According to the FFM, both sides have committed serious violations of international humanitarian law, including deliberate attacks on civilians, rape and sexual violence, starvation tactics, mass looting and destruction of civilian infrastructure.

Aid workers targeted

Clementine Nkweta-Salami, UN Humanitarian Coordinator in Sudan, described the escalation as “deadly and unacceptable,” and condemned the deliberate targeting of civilians and aid workers.

These families – many of whom have already been displaced multiple times – are once again caught in the crossfire, with nowhere safe to go. This must end now,” she stressed.

Survivors from Zamzam camp – once home to over 750,000 people, half of them children – were reported as being placed under siege-like conditions, according to the FFM.

Humanitarian access inside the camp remains nearly impossible, while children are reported to be dying from hunger and the few remaining health outposts have been overrun or destroyed.

Protect children

The UN Children’s Fund (UNICEF) also sounded the alarm.

These unconscionable acts of violence against civilians, children and aid workers must end immediately,” said Executive Director Catherine Russell.

“Children must be protected from this senseless violence, and humanitarian workers must never be targets.” 

Ms. Russell warned that with aid blocked and violence surging, famine is already “stalking children,” placing over one million people at high risk in and around El Fasher and Zamzam camp.

Situation beyond Darfur

Violations are not confined to Darfur.

The SAF and its allies have allegedly committed reprisal attacks in areas recently recaptured from the RSF, particularly in Sinja and Al-Dinder in Sennar state and Wad Madani in Al-Jazirah (also spelled Gezira).

Witnesses described arbitrary detentions, mass arrests and public executions, including in newly controlled areas of southern Khartoum, the FFM said. Many of those detained have reportedly disappeared.

These acts highlight the urgent need to prevent further escalation and to protect civilians and the lifesaving systems they rely on,” said FFM member Mona Rishmawi.

Stop encouraging the war

In the midst of the violence, the Fact-Finding Mission alongside humanitarian agencies continue to call for international accountability and support.

As key regional and global actors set to meet this week in London to discuss humanitarian funding and strategies for civilian protection, the FFM reiterated the need for all States to “respect and ensure respect” for the Geneva Conventions – the core of international humanitarian law.

This means that States should neither finance the war nor provide weapons, as this may encourage, aid and assist the warring parties in committing violations,” said Ms. Rishmawi.

The Human Rights Council – UN’s primary human rights forum – established the Independent International Fact-Finding Mission for Sudan in October 2023 and extended its mandate until October this year.

Its core task is to investigate all alleged human rights violations and violations of international humanitarian law linked to Sudan’s ongoing conflict since April 2023.

Our future home will be located in the iconic MesseTurm, where we’ll be occupying the top floors. The lease agreement marks the beginning of our permanent presence in Frankfurt and our long-term commitment to the city.

This is a big step for AMLA as we establish our first-ever official seat. With sweeping views from the upper floors and modern office infrastructure, our new space will support a dynamic, collaborative work environment and position us to deliver on our mission.
