According to the International Organization for Migration (IOM), the first year of the pandemic saw more than 111,000 travel restrictions and border closures around the world at their peak in December.
These measures “have thwarted many people’s ability to pursue migration as a tool to escape conflict, economic collapse, environmental disaster and other crises”, IOM maintained.
In mid-July, nearly three million people were stranded, sometimes without access to consular assistance, nor the means to meet their basic needs.
In Panama, the UN agency said that thousands were cut off in the jungle while attempting to travel north to the United States; in Lebanon, migrant workers were affected significantly by the August 2020 explosion in Beirut and the subsequent surge of COVID-19 cases.
Border closures also prevented displaced people from seeking refuge, IOM maintained, but not business travellers, who “have continued to move fairly freely”, including through agreed ‘green lanes’, such as the one between Singapore and Malaysia.
By contrast, those who moved out of necessity – such as migrant workers and refugees – have had to absorb expensive quarantine and self-isolation costs, IOM said, noting that in the first half of 2020, asylum applications fell by one-third, compared to the same period a year earlier.
Unequal restrictions
As the COVID crisis continues, this distinction between those who can move and those who cannot, will likely become even more pronounced, IOM said, “between those with the resources and opportunities to move freely, and those whose movement is severely restricted by COVID-19-related or pre-existing travel and visa restrictions and limited resources”.
This inequality is even more likely if travel is allowed for anyone who has been vaccinated or tested negative for COVID-19, or for those with access to digital health records – an impossibility for many migrants.
Health risks
Frontier lockdowns also reduced options for those living in overcrowded camps with high coronavirus infection rates in Bangladesh and Greece, IOM’s report indicated.
In South America, meanwhile, many displaced Venezuelans in Colombia, Peru, Chile, Ecuador and Brazil, lost their livelihoods and some have sought to return home – including by enlisting the services of smugglers.

Now, the horror of these conflicts has motivated an extraordinary movement to create an international treaty aimed at introducing clear rules to ban all political uses of religion that undermine human equality, all religious exclusion and all restrictions to freedom of belief and worship.
The idea for a treaty was the brainchild of Salam Sarhan, an Iraqi poet, journalist and TV broadcaster. Salam has lived in London since 1991, moving to the UK from Iraq, where his family still live in the crossfire of the abusive mixing of religion and politics in Al Anbar Governorate.
Salam watched in dismay as ISIS seized control of more than a third of the country in 2014 and their leader, Abu Bakr al-Baghdadi, declared an Islamic caliphate in a sermon from the central mosque in Mosul, claiming to revive the Muslim theocracy that ended with the fall of the Ottoman Empire. Al-Baghdadi transformed the flagging Sunni insurgency into a black-clad global terrorist network that drew recruits from more than 100 countries.
His followers quickly overran vast areas of Syria and Iraq, imposing their barbaric interpretation of Sharia law on the beleaguered population. The defeat of ISIS left in its wake the almost total destruction of Mosul, Fallujah, Ramadi and many of Iraq’s age-old settlements. Tens of thousands of innocent Iraqis lost their lives.
It was a turning point for Salam Sarhan. After several attempts to mobilise a solution, he realised that the problem cannot be resolved on any local or national stage and concentrated instead on persuading the United Nations on the absolute necessity for an international treaty to ban the political use of religion.
It is a gross understatement to say that mixing politics and religion has had a destructive influence throughout human history. It lies at the heart of the most intractable conflicts worldwide. Sadly, some of the worst political abuses of religion today are carried out in the name of Islam. The theocratic revolution in Iran and the mullahs’ policy of aggressive expansionism in the Middle East has had a seriously destabilizing impact, only made worse by the American-led invasion of Iraq in 2003 and the subsequent uprisings and insurgencies which have blighted many countries ever since. The relentless slide towards theocracy has taken hold in Turkey, Iraq, Lebanon, Syria, Afghanistan, Pakistan, Libya, Yemen, the Caucasus and Nigeria.
Its influence has been felt by minority communities and ethnic groups in countries around the world, including many western nations. There has always been the temptation to focus all the blame on sectarian and intolerant regimes, but that is a fatal distraction from the grave mistakes the leading powers of the world often make in trying to deal with these ideological conflicts, playing right into the hands of the extremists.
Salam Sarhan says: “Year after year, the international community has to dedicate enormous efforts and resources to handling the consequences of the political abuse of religion. Instead of always trying to resolve these conflicts that cost the lives of millions, it is surely time to establish a meaningful, global response to the root causes? That is why the programme has begun to create an international consensus to prevent any invocation of religion, from mainstream as well as extremist religious groups, in support of national and political agendas. The campaign to create an international treaty to ban the political use of religion, BPUR International, has been born.”
The campaign has accelerated exponentially since its launch two years ago, with the creation of a not-for-profit limited company, headquartered in London, together with a board of trustees and a sizable advisory council and supporters list, involving senior political figures and legislative sponsors from countries around the world. Salam Sarhan, as founder of BPUR International, is Secretary General of a management team that operates from London, Geneva and Brussels.
Chair of the Trustees and main financial sponsor of the initiative is Naguib Sawiris, an Egyptian billionaire businessman. All are determined to achieve a UN treaty that bans all political uses of religion.
But they also want a treaty that bans all restrictions to freedom of belief and worship, to ensure that the rules will apply to all violations and will bypass any clashes with the deeply engraved religious teachings that many people have. BPUR International believes that their non-confrontational approach, grounded in the utmost respect for all religions, will build a global consensus to help the international community disarm extremism and deal with current and future conflicts. Turkey on Thursday blamed the European Union for seating arrangements that left European Commission chief Ursula von der Leyen without a chair during a meeting with the Turkish president.
Recep Tayyip Erdogan and his officials came under heavy criticism after images went viral of his Tuesday meeting with von der Leyen and European Council president Charles Michel in Ankara.
The room where the three leaders were hosted had only two chairs arranged next to the corresponding EU and Turkish flags.
Erdogan and Michel quickly seated themselves while von der Leyen — whose diplomatic rank is the same as that of the two men — was left standing.
“Ehm,” she said as she spread her arms in wonder and looked directly at Michel and Erdogan.
Official images later showed her seated on a sofa opposite Turkish Foreign Minister Mevlut Cavusoglu, who said on Thursday that criticism of Turkey for the diplomatic blunder was “unfair”.
“The seating arrangements were made in line with the EU suggestion. Period. We would not be revealing this fact had accusations not been made against Turkey,” Cavusoglu told reporters.
“The demands and suggestions of the EU side were met and the proper protocol applied during the meeting.”
‘Turkish hospitality’ –
The diplomatic faux pas was instantly branded “sofagate” on Twitter and became the dominant talking point of the first Turkey-EU summit in a year.
The three leaders were trying to set a more positive tone after months of spats.
But it ended with European officials throwing accusations of male chauvinism at Turkey, which last month withdrew from an international accord on gender-based violence.
“First they withdraw from the Istanbul Convention and now they leave the President of European Commission without a seat in an official visit. Shameful,” wrote Spanish MEP Iratxe Garcia Perez.
Some also questioned why Michel was so quick to take a seat.
The European Council president broke nearly a full day of silence by writing on Facebook that although it seemed like he was “oblivious” to the situation, it was a “protocol blunder” by Turkey.
The two EU leaders “chose not to worsen it by making a public incident”, Michel wrote.
Von der Leyen used a post-summit press conference to stress that she had a long and interesting discussion with Erdogan about women’s rights, and a commission spokesman suggested later that the incident had “sharpened her focus”.
But Cavusoglu said Turkey knew perfectly how to follow diplomatic protocol and was complying with the instructions of an EU planning delegation.
“The meetings — especially in Turkey — are held within the framework of international protocol rules and Turkish hospitality,” Cavusoglu said.
‘Symbol of disunity’ –
The European Union is under mounting pressure over its slow coronavirus inoculation effort and strains emerging between the bloc’s 27 member states.
The conservative EPP grouping is demanding a full debate in the European Parliament on the issue, with leader Manfred Weber telling Politico the trip to Ankara had become “a symbol of disunity” between the EU’s top officials.
Spain‘s Garcia also said she had asked for a debate and wanted von der Leyen and Michel to appear.
“EU-Turkey relations are crucial. But #EU unity and respect for human rights, including women’s rights, are also key,” she tweeted.
French far-right leader Marine Le Pen said the entire visit was a bad idea because it showed the bloc “lying down before a hostile” Erdogan.
The bloc is next expected to address its relations with Turkey at a European Council leaders’ meeting on June 24-25.
ANKARA, Turkey (AP) – Turkey on Thursday strongly rejected accusations that it snubbed Ursula von der Leyen – one of the European Union’s most powerful executives – because of her gender, insisting that the EU‘s own protocol requests were applied during a meeting at the Turkish presidential palace.
A majority of European consumers want to see compulsory labelling on food products containing genetically modified crops, according to a recent Ipsos report, but industry players insist that this is impossible to implement.
The report, commissioned by the Greens/EFA group in the European Parliament and carried out by the polling organisation Ipsos, surveyed thousands of consumers across all 27 member states between February and March of this year in an attempt to gauge their understanding and attitudes towards genetically modified (GM) crops.
This included both “conventional” genetically modified organisms (GMOs), which involves the genetic transfer between different species, as well as gene edited (GE) crops, created using new genetic engineering techniques such as CRISPR.
It found that, of those which have heard of the technology, 86% of people want food containing GMOs to be labelled accordingly, while 68% of respondents that have heard of new genomic techniques would also like these to be clearly labelled.
While 78% of those surveyed had heard of GM crops, only 40% on average across all EU member states reported prior knowledge of GE crops.
As it currently stands, EU legislation stipulates that GM food must be clearly labelled, stating that, in the case of pre-packaged GM food/feed products, the list of ingredients must indicate “genetically modified” or “produced from genetically modified [name of the organism]”, while non-packaged products require a notice nearby.
However, products from animals fed with GM crops are exempt from GMO labelling.
The report comes amid heated debate over the future of the technology after a 2018 European Court of Justice ruling found that GE crops fall, in principle, under the EU’s GMO directive.
However, the outcome of this ruling has since been heavily disputed, with industry players pushing for the decision to be revised so as to exclude GE crops from the scope of EU regulations governing GMOs.
This would include labelling rules, something the Greens/EFA warn would deprive consumers of their right to know how their food is produced, and leave them “no opportunity to avoid GM food”.
Contacted by EURACTIV, a Commission official said that the next step for the EU executive will be the publication of a study on new genomic techniques, which aims to clarify the situation in light of the 2018 court ruling.
“The Commission is currently finalising the study which had been requested by the Council,” the official said, highlighting that issues such as consumers’ perception will be addressed in it.
The study is expected to be published at the end of April.
After the European Court of Justice (ECJ) ruling that organisms obtained by new plant breeding techniques (NBTs) should, in principle, fall under the GMO Directive, the Council of the EU has requested a study from the Commission to clarify the situation. But what this means in practice remains unclear.
Martin Häusling, agricultural policy spokesman for the Greens/EFA Group, said that the Commission “must respect the will of consumers and ensure that existing rules are applied and that to label animal products that have been fed GMOs, including new methods of genetic engineering”.
“We demand that the same rules for authorisation and labelling apply to all types of genetically modified organisms,” he said, stressing that consumer protection means “freedom of choice and transparency about whether our food has been produced with genetic engineering, be it old or new methods of genetic engineering.”
Contacted by EURACTIV, the EU consumer group BEUC declined to offer a direct comment on the subject.
However, their position paper on the EU’s flagship food policy, the Farm to Fork strategy, which notes the potential role that “innovative techniques, including biotechnology” may play in increasing the sustainability of food production, the organisation highlights that “traceability and labelling of products produced using these [gene editing] techniques must guarantee consumers’ right to know and freedom of choice.”
They add that a lack of labelling of these products would risk “eroding consumer confidence in organic food,” pointing out that this would run counter to the strategy’s objective to stimulate organic food production and consumption in the EU.
The first open-source detection method for a gene-edited crop has been developed, according to a scientific paper. Environmental NGOs and campaign groups said this could hypothetically allow the EU to carry out checks to prevent unauthorised imports, but the EU seed sector quickly refuted this claim.
There is a will, but is there a way?
Asked about the feasibility of labelling GM food this way, EU seed sector organisation Euroseeds told EURACTIV that it is “not aware of any practical strategies that could be used for clearly identifying conventional-like gene editing products, when such products are part of commodity flows.”
Garlich Von Essen, Euroseeds secretary general, stressed that non-unique changes in the genome could also occur naturally or through conventional breeding methods.
“As we are of the opinion that these products do not constitute transgenics and are thus fundamentally different from and should not be regulated as products falling under the GM Directive, we see no value or justification for putting respective conventional-like genome editing plant varieties under the labelling obligations of the current GMO directive,” he said, warning this could lead to a “discriminatory situation”.
Likewise, centre-right MEP Herbert Dorfmann, who is the agriculture coordinator of the centre-right Europe’s People Party (EPP), recently told EURACTIV in an interview that he is frequently in contact with scientific experts on the matter who maintain that it is not possible to differentiate between GMOs and GE crops.
“In my opinion, labelling is simply not possible and [without regulating gene editing] we will have plants, seeds that will come from outside Europe, where we don’t know which technology of genetic improvement was applied,” he said.

BAHÁ’Í WORLD CENTRE — A two-year long project that strengthened seismic resistance of the House of ‘Abbúd while restoring parts of the building that had deteriorated over time has concluded. This undertaking was an extension of the conservation work carried out by Shoghi Effendi in the early 1950s, when he prepared the sacred site for pilgrimage.
As exiles and under house arrest, Bahá’u’lláh and His family arrived at this building in 1871 and lived in extremely cramped conditions. At one point more than 13 people were living in one room.
It was at this sacred site that, in 1873, Bahá’u’lláh revealed His Most Holy Book—the Kitáb-i-Aqdas—which outlines the essential laws and principles of His Faith, lays the groundwork for Bahá’í institutions, and is referred to in the Bahá’í writings as the “charter of the future world civilization.”
The restoration of the House of ‘Abbúd aims to preserve “the building in a befitting condition for centuries to come”, wrote the Universal House of Justice in a letter to Bahá’í National Spiritual Assemblies on Friday.

In the room where Bahá’u’lláh revealed the Kitáb-i-Aqdas, conservation was carried out for the wooden wall panels, many of which had become warped or discolored. Each one was straightened, reinforced, and re-stained.
A set of sofas from the house were restored to their original appearance. The upholstery pattern was recreated from a few photographs and used by a textile producer to replicate the fabric.
One of the rooms features a beautifully patterned ceiling and an intricate frieze painted on zinc panels. Conservators documented the frieze pattern, repaired the panels, and restored the paintings—a remarkable conservation of artwork from the Ottoman era.

A major aspect of the restoration of the House of ‘Abbúd was replastering some 5,000 square meters of internal and external walls. Lime-based plaster, recommended by conservation experts for use in rehabilitation of historical buildings, was applied. The new plaster and paint will prevent the buildup of moisture inside the walls.
Repairs were made to wooden roof beams throughout the building and reinforced in some places with stainless steel.
Traditional glass-blowing techniques were used to produce the windowpanes.
The marble columns and capitals of the colonnade overlooking the Mediterranean Sea that had become degraded were replaced with identical replicas.

The World Evangelical Alliance has welcomed the Malaysian High Court’s recent decision that recognized as unconstitutional and invalid a 1986 government directive that banned non-Muslims from using the word “Allah” to refer to God.
WEA Secretary General Thomas Schirrmacher, on April 6, described the ruling as “a step in the right direction towards affirming religious freedom for all Malaysians and evidence that the constitutional system of separation of powers functions well.”
The March 10 ruling came in response to a case in 2008.
The government confiscated CDs from Jill Ireland when she returned from Indonesia because they contained Christian material and had the word “Allah” written on them.
Some 13 years after the incident and following a lengthy legal process, the court now concluded that the government’s action violated Ireland’s constitutional rights to refer to the Christian God as “Allah,” which is the generic word for “God” in the Malay language used by people of different faiths.

Some Muslims in Malaysia claimed the word “Allah” to be exclusive to Islam.
However, the Malay Mail reported that the Arabic word had long been adopted into Bahasa Malaysia and Bahasa Indonesia in the neighboring country to refer to God.
It is also part of terms in the indigenous languages of natives in Sabah and Sarawak that refer to God. Such use can be traced back to hundreds of years ago, well before Malaysia’s Home Ministry’s written directive in 1986 to ban such usage.
After a seven-year legal battle, Ireland was given back the CDs in 2015, but she maintained that the court had failed to address her constitutional right as a Christian to use the word.
The court’s most recent decision may also have implications for a similar case going back to 2007, said the WEA.
In that case, the government in Kuala Lumpur banned the weekly Herald Malaysia, a Roman Catholic newspaper, from using the word “Allah” in its Malay-language editions, saying that using the Arabic word may offend the local Muslims.
In 2015, the High Court rejected the Catholic Church’s challenge seeking to overturn a ban on non-Muslims using the word “Allah” to refer to God.
That ruling has led to the denial of the use of the word “Allah” by local Christians, who constitute 9 percent of Malaysia’s population.
“The High Court demonstrated a fair and independent approach, and we hope that this decision will be upheld and effectively implemented by the Malaysian government,” said Schirrmacher welcoming the Malaysian High Court’s March decision.
The WEA had previously raised the United Nations issue through the Universal Periodic Review mechanism at the Human Rights Council in 2018.
URGING BAN LIFT
It had urged the Malaysian government “to lift the ban on the use of the word ‘Allah’ by Malaysian Christians, in recognition of their longstanding use of this name for God.”
No other Muslim-majority nation restricts religious minorities from using the word “Allah,” which is of the same linguistic origin as the Hebrew words for God “El” and “Elohim.”

Research shows people turn to religion in times of fear and uncertainty – and March 2020 was one of those times.
To find the impact of religion during the early days of the COVID-19 pandemic in the United States, Landon Schnabel, the Robert and Ann Rosenthal Assistant Professor of Sociology in the College of Arts and Sciences, analyzed responses from 11,537 Americans surveyed March 19-24, 2020, shortly after the World Health Organization declared COVID-19 a global health pandemic.
Religion protected mental health of members of several faith groups, Schnabel reports in the Journal for the Scientific Study of Religion, but also constrained crisis response among some of the same groups, ultimately undercutting the overall effectiveness of public health efforts to contain the virus.
“Religion limited the negative mental health impacts of the COVID-19 pandemic in March, with highly religious Americans and especially evangelicals experiencing less distress than more secular Americans,” Schnabel wrote. “However, that mental health benefit came at the cost of less concern about and support for addressing an important real-world problem: saving lives during a pandemic.”
According to Schnabel, “the most obvious explanation for this pattern is the politicization of the pandemic and the fact that … Republicans and conservatives simply were not as concerned about the pandemic and less likely to think they needed to worry about social distancing, etc.”
Intensely religious white people tend to hold conservative values and embrace Republican politics, Schnabel wrote – the same political positions that downplayed the threat of the virus, especially in the early days of the pandemic.
Schnabel based his conclusions on data from Pew Research’s American Trends Panel (ATP), made available by the Cornell Roper Center for Public Opinion Research as part of a growing collection of public opinion data related to COVID-19.
The survey asked questions about mental distress, perceived health and economic threats posed by the pandemic, and opinions on public health restrictions and social distancing behaviors. It also collected data about religious affiliation and behavior, and about political party affiliation.
Schnabel’s analysis confirmed a documented benefit of religion: increased mental health.
“Regularly attending and evangelical Americans did not experience as much increased distress during the early stages of COVID-19 as Americans who attended less regularly or who were not evangelical,” he wrote. “This suggests that religion, typically implicated in rates of distress, mitigated the increased anxiety most Americans were feeling in the early days of the pandemic.”
Schnabel’s analysis also confirmed previous research documenting the close alignment of religion and politics in the U.S. “In the contemporary United States, religion has become politicized and is now viewed as entangled with conservative politics,” he wrote.
“In sum, religion therefore could paradoxically buffer the hardship caused by the pandemic yet structure attitudes and orientations about public health and science in ways that ultimately increase it,” Schnabel wrote.
It is within the power of religious people and faith organizations to glean mental health benefits of religion without endangering public health, Schnabel said.
“Religious organizations should consider how they can promote the things that are helpful for mental health and not promote anything harmful for physical health,” Schnabel said, such as building community through virtual gatherings and providing virtual tools to provide psychological resources without risk of exposure. “The ideal scenario would be to figure out how to get the mental health benefits while avoiding the things that were unhelpful for containing the pandemic,” he said.
The data for this study came from early in the pandemic, Schnabel wrote. “It remains to be seen the exact extent to which religion will continue to protect mental health as we enter the second year of the pandemic.”
