World’s crime fighters push back against COVID-19’s ‘divisions and inequalities’

We have strengthened “crime prevention and criminal justice to address the urgent needs of today as well as the challenges of tomorrow…to leave no one behind”, said Ghada Waly, Executive Director of the UN Office on Drugs and Crime (UNODC) and Secretary-General of the 14th Congress on Crime Prevention and Criminal Justice

Organized with UNODC support, a record-setting 152 Member States, 114 non-governmental organizations, 37 intergovernmental organizations, 600 individual experts, and other UN entities, also called for stronger international partnerships to achieve the Sustainable Development Goals (SDGs) and build a more just world. 

Crystallizing SDGs into Kyoto 

At the start of the Congress on Sunday, Member States adopted the Kyoto Declaration, under which governments agreed to concrete actions to address crime prevention, criminal justice, rule of law concerns, and international cooperation.  

Member States will take those commitments forward in May at the 30th session of the Commission on Crime Prevention and Criminal Justice in Vienna.  

“Our pledge to achieve the Sustainable Development Goals is now crystallized into the Kyoto Declaration”, Congress President, Japanese Minister of Justice Yoko Kamikawa told participants. 

Calling the Declaration “not a goal but a starting point”, she underscored that it was time to act: “our next step is to implement it to realize just, peaceful and inclusive societies”. 

Meanwhile, Ms. Waly upheld that the Kyoto Declaration “acknowledges the increasingly transnational, organized and complex nature of crime, and the urgent need to adapt and renew support, most of all to developing countries, to enhance capacities of law enforcement and criminal justice institutions and enable international cooperation”. 

Improving security 

Over six days the participants discussed how to advance crime prevention and criminal justice, promote the rule of law and achieve the SDGs, which the President said had become even more important as “the fabric of societies was fraying” with COVID-19 disproportionately affecting the most vulnerable.  

On the sidelines, dozens of special events and meetings hosted on the hybrid event platform covered a range of topics from tackling wildlife crime to the impact of COVID-19 in prison settings and children associated with terrorist and violent extremist groups. 

Since its inception 65 years ago, the Congress “continues to bring together diverse stakeholders…because, to fight crime, seek justice, and promote the rule of law, no stakeholder can succeed alone”, said the Japanese justice minister. 

She stressed that now was the time for solidarity, saying “it is time to strengthen multi-stakeholder partnerships to build just, peaceful and inclusive societies in our post-COVID-19 world”. 

Making it work 

The pandemic had prompted the General Assembly to postpone the Congress from its original date last April.  

“Working from Kyoto, Vienna and New York, separated by geography and time zones but united in spirit, the able staff of UNOV and UNODC have proved once again that the UN remains open for business, to deliver for the people who need us”, said Ms. Waly. 

The 15th UN Crime Congress is scheduled to take place in 2025.

COMECE Legal Affairs Commission addresses data protection and transparency policies

On Thursday 25 February 2021 the experts of the COMECE Legal Affairs Commission  met online to exchange on EU and Member States’ legal developments affecting fundamental rights.

Under the chairmanship of H.E. Mgr. Theodorus C. M. Hoogenboom, legal advisors mandated by Bishops’ Conferences discussed with representatives of the European Commission on two of the most current EU dossiers.

With regard to the EU Directive on open data and re-use of public sector information and the proposed Data Governance Act, the COMECE Legal Affairs Commission focused on the protection of data related to Churches and religious communities’ activities held by public sector bodies. Furthermore, experts also examined the concept of data-sharing for altruistic purposes.

The dialogue with EU representatives centred on the reform of the EU Transparency Register and its mandatory nature. This reform derives from an interinstitutional agreement confirming the status quo on the exemption of Churches from the registration. COMECE will be involved in the forthcoming EU consultation on the revision of the structure of the Register.

Exchanges within the COMECE Commission were also devoted to an update on issues related to the application of the GDPR. The next meeting of the Legal Affairs Commission will take place on 17 September 2021 featuring non-discrimination policies and the EU accession to the European Convention on Human Rights.

This purchase of books was a collaborative effort between Poudre School District (PSD) Interim Superintendent of Elementary Schools Dr. Traci Gile, Kate Canine, Professional Development director, and additional PSD staff who ordered books spanning a multitude of titles and reading levels.

“We hope that parents and their children can enjoy reading this book,” said Traci. “It is one of the most special memories I have from my childhood, sitting next to someone I loved and reading a book together,” Traci said.

A few schools featured special guests from PSD’s Board of Education, and the superintendent’s Cabinet joined their classes to help distribute books or read a story to the kindergartners. PSD Interim Superintendent Todd Lambert and Traci joined some schools virtually for a storytime visit as part of the celebration.

Read Across America Day was started by the National Education Association.

Donald Trump may not be the global newsmaker anymore after he handed the reins of American leadership to Joe Biden. But, that still didn’t stop a Chinese entrepreneur from carving out a statue of the former US President in a pose that can be remotely associated with the Republican leader. The statue looks like Trump sitting in a Buddha posture. The white-coloured ‘Trump-Buddha’ statue shows Trump sitting like Buddha, with his face lowered and hands resting together on his lap, maintaining a calm aura, with eyes shut. The statue has been listed on the Chinese e-commerce site Taobao. The larger sized statue of 4.6m is available at 3,999 yuan (Rs 44,707) and the smaller size of 1.6 meters has been priced at 999 yuan (Rs 11168).

The Xiamen-based seller drew the concept from Trump’s iconic slogan “Make America Great Again.” Speaking to state-owned publication Global Times, the seller from the Fujian province said that he wanted to incorporate the idea into Chinese products by trying to deliver a message: “Make your company great again.” The seller, an entrepreneurial furniture-seller, said that people have bought them just for fun. The company made 100 of them, and already dozens have been sold out.

“Trump can also be regarded as a representative of an era, and extreme egoism. Now the era has passed but I want the statue to remind me: Don’t be too Trump,” said a buyer to the Global Times.

The US-China relation had hit a new low under the Trump regime. Ahead of Joe Biden’s presidency, in 2020 China had called for a reset of its troubled ties with the US under the incoming administration of President-elect Joe Biden to rebuild mutual trust and end months of hostility between the world’s two largest economies. President Donald Trump’s four-years in power is regarded as the worst phase in US-China relations as the ruling Communist Party of China (CPC) headed by President Xi Jinping struggled to deal with Washington under an unpredictable American leader. “The top priority is that both sides should work together to remove all kinds of disruptions and obstacles, and achieve a smooth transition in China-US relations,” Chinese Foreign Minister Wang Yi said during a video meeting with business leaders from the US-China Business Council.
