EU institutions define priorities for 2026 | News

In light of the rapid and intricate challenges confronting the European Union, the principles of unity, urgency, and ambition are essential. This ethos was reflected in the signing of the Joint Declaration today on the sidelines of the European Council by Roberta Metsola, President of the European Parliament; Mette Frederiksen, Danish Prime Minister and representative of the Council of the EU; and Ursula von der Leyen, President of the European Commission.

The Joint Declaration emphasizes legislative measures aimed at enhancing the competitiveness and resilience of the EU, protecting citizens and businesses, while striving for ambitious simplification and working towards consensus on the upcoming Multiannual Financial Framework. It prioritizes key policy goals for a new chapter in European defense and security, ensuring sustainable prosperity, competitiveness, and simplification, while also reinforcing societal structures and the quality of life. The declaration aims for a comprehensive strategy for migration management, the protection of democracy, the promotion of shared values, and the enhancement of global influence and partnerships.

The declaration outlines legislative priorities that the three institutions have agreed to focus on by 2026. Regular monitoring of progress on these initiatives will occur throughout the year to provide updates on their status and to issue early warnings regarding any potential delays.

President Metsola remarked, “Europe advances when we all work together toward the same goal. This Joint Declaration for 2026 signifies more than mere words; it represents our unity and strong commitment to meet the expectations of our citizens. For the first time, it outlines a precise list of ten legislative priorities aimed at making our Union stronger, safer, and more competitive. The Parliament is prepared to commence work.”

President von der Leyen stated, “Today, we present a united front with a collective vision for the future of our Union. We are tasked with ushering in a new era of European security, which begins with achieving a fair and lasting peace for Ukraine and reinforcing our own defenses. We must also strive to create a more competitive and equitable Europe for our citizens and businesses. Moreover, we are dedicated to swiftly reaching an agreement on the next long-term EU budget, as we require the resources to make our shared vision a reality.”

The Joint Declaration will be published in the EU’s Official Journal in the days ahead. The co-legislators are committed to ensuring the timely and effective execution of this Joint Declaration.

According to the Interinstitutional Agreement on better law-making, which was signed in 2016 by the three institutions, the European Parliament, the Council, and the Commission collaborate to discuss and establish legislative priorities for the following year through an annual Joint Declaration, following the Commission’s work program adoption. This collaborative approach facilitates efficient cooperation among the institutions on crucial legislative proposals, with the Parliament and the Council functioning as co-legislators.
