The Council has today adopted its negotiating mandate on a targeted amendment to the regulation on CO2 standards for new passenger cars and vans, that aims to provide car manufacturers with flexibility to meet their emissions targets for 2025. The Council position agrees with the proposal of the Commission without modifications.

The amendment proposed by the Commission and supported by the Council provides that compliance with the car manufacturers specific emissions targets for 2025, 2026 and 2027 will be assessed based on an average of the performance of each manufacturer over these three years instead of annually.

Next steps

The general approach agreed today formalises the Council’s negotiating position. The European Parliament is scheduled to vote on its first reading position on 8 May 2025. Should the European Parliament adopt its position at first reading on the text of the Commission proposal with no amendments, subject to revision of that text by the lawyer-linguists of both institutions, the Council will approve the European Parliament’s position, and the act will be adopted.

Background

The targeted amendment of the regulation on CO2 standards is one of the initiatives announced in the industrial action plan for the European automotive sector, that was presented on 5 March 2025. In that context, the Commission underlined the urgency to adopt the proposal to provide car manufacturers with certainty as regards the 2025 target.
