A Comprehensive Action Plan for Basic Skills and STEM Education

To support the Union of Skills, the Commission has introduced an Action Plan on Basic Skills and a STEM Education Strategic Plan. These initiatives aim to:

  • Reduce underachievement in literacy, mathematics, science, and digital skills to below 15%.
  • Increase the share of top-performing students in these fields to at least 15%.
  • Promote STEM careers and attract more women into science, technology, engineering, and mathematics (STEM) disciplines.

By 2030, the EU aims to achieve the following benchmarks:

  • At least 45% of students in vocational education should be enrolled in STEM fields, with one in four being female.
  • 32% of university students should be pursuing STEM degrees, with at least two out of five being female.
  • At least 5% of PhD students in ICT fields should be enrolled, with one in three being female.

Making Upskilling a Norm in Professional Life

The rapidly evolving labor market necessitates continuous learning. The Skills Guarantee pilot will support workers affected by restructuring processes, helping them transition into new roles within different sectors. Additionally, the EU will reinforce Skills Academies to align workforce skills with the needs of the green transition and Clean Industrial Deal.

Promoting Free Movement of Skilled Workers

Recognizing and accepting skills across member states is key to unlocking the full potential of the Single Market. The Skills Portability Initiative will introduce digital credentials, simplifying workforce mobility and ensuring that skills are easily transferable across EU borders.

Positioning the EU as a Global Talent Hub

To attract and retain international talent, the Marie Skłodowska-Curie Actions pilotChoose Europe’ will allocate €22.5 million to enhance employment conditions for researchers and skilled professionals. Furthermore, the EU aims to establish a Talent Pool to recruit workers from outside Europe, prioritizing sectors with severe labor shortages. A Visa Strategy will be presented to facilitate the arrival of top students, trained professionals, and researchers.

A Strong Governance Framework for Lasting Impact

To ensure effective implementation, the European Skills High-Level Board will oversee the Union of Skills, bringing together key stakeholders from education, business, and policymaking. The initiative will be supported by a European Skills Intelligence Observatory, which will provide real-time data on skill shortages and emerging labor market trends.

The Commission also plans to integrate a new EU-27 Recommendation on Education and Skills into the European Semester cycle, ensuring that all member states align their national policies with the overarching vision of the Union of Skills.
