Introducing the decree, Kenyan President Uhuru Kenyatta on Sunday said he wants at least 10 million people in the nation of about 53 million to be vaccinated against Covid-19 by the end of the year.

But human rights observers are concerned the plan is not realistic and that government will not be able to vaccinate the majority of its population in just four weeks. They fear that many people might be unable to earn a living, access transport, or go to school.

The restrictions will affect employees at all state institutions including schools, hospitals, prisons, and transportation, as well as limit access to game parks, hotels, bars, restaurants and businesses that attend to 50 people or more in a day.

The decision is part of a government plan to support the recovery of East Africa’s largest economy by boosting vaccine take-up in the country.
