From 21.10. the measures for green certificate in the country come into force. It is needed if we want to visit freely without taking a test for coronavirus, bars, restaurants, cinemas, theaters, circuses, concerts, museums and galleries.
There is no way to enter malls, big stores, gyms, sports clubs, swimming pools and universities without the document.
As of today, hospital staff, dialysis centers, and nursing home staff are also required to provide a green certificate to work.
Exceptions exist only for public transport, grocery stores, pharmacies, banks, schools and public administration.
The imposed measures require additional serious investments in organization and staff, and this is happening at a time when our industry is facing an unprecedented crisis related to the increase in the price of electricity.
We would like tolerance – additional time for the introduction of the organization for verification of Green Certificates before the entry into force of the order. In one of the two homes for the elderly in the municipality of Plovdiv out of 90 staff, we have vaccinated only a few – can not be sent on unpaid leave the next day, how will ensure the quality of social services without sufficient staff.
“Within 4 weeks, civil servants and teachers will probably also be required to have a green certificate,” Deputy Health Minister Dr. Dimitar Petrov announced on “Hello, Bulgaria” on Nova Television. He explained that in this order, employees in the administrations are excluded because it would hinder the services of both citizens and businesses.
“There is an idea to give a grace period for these people to be vaccinated. Currently, this is being discussed at the ministerial level. The idea of the Ministry of Education and Science is to include teachers,” added Dr. Petrov. He stressed that those who do not have a green certificate and violate the measures will be fined. For individuals the fine is up to BGN 1,000.

If the document is suspected to be forged, charges may be brought. In case of systemic violations, the sites can be closed and deprived of the right to work with a health certificate. The bodies that inspect are the RHI, the police and municipal officials.
Paradox with entering the malls because of the short deadline for a green certificate
Mass dissatisfaction with business after the new order of the caretaker Minister of Health. Representatives of shopping malls, restaurants and theaters are very concerned about the short deadline for compliance with the new requirements. Many people who work in malls, restaurants and entertainment venues have not yet been vaccinated and cannot react.
The restaurants announced that the protests will start today, and some of the shops in the shopping centers will most likely remain closed until they meet the requirements.
Yesterday there were people in the malls to shop for the last time, because they do not have a certificate, they do not intend to get one. Others welcomed the new measures and even thought the order was overdue.
The Bulgarian Retail Association believes that the measures that come into force today are worse than lockdown, because they will not receive any compensation.
Our reaction time was 27 hours. As of today, the shops may not open for us, in the whole of Sofia out of 90 staff, we have 10 vaccinated, said Ventsislav Nikolov, Deputy Chairman of the Bulgarian Retail Association.
“First, we have no right to return people because they did not buy them in the other conditions. The artists themselves will play in the same way, but we need a grace period,” Kalin Sarmenov, director of the Satirical Theater, told national television.
And the restaurants want a grace period to meet the new conditions.
We said that we would agree to work with such certificates, if they are valid for all Bulgarian citizens, first of all for civil servants, we continue to hold for the antibody test, said Emil Kolarov, Association of Restaurants in Bulgaria.
