Russian President Vladimir Putin has issued 14th of Jully an emergency order to the country’s government, and Prime Minister Mikhail Mishustin and the head of the State Medical and Biological Agency Veronika Skvortsova have been appointed as executors of the order.
The first part of Putin’s order concerns the creation of a database of all healthy young athletes in Russia. Information about their physical and health condition should be entered into special government and state systems.
In the second part of his order, the Russian president orders the government to create regional centers for training in adaptive sports for people with disabilities and people with limited physical abilities.
“The government, together with local executive bodies, should take measures to create sports centers that will conduct training in adaptive sports. In addition, the number of competitions for athletes with disabilities or limited physical abilities should be increased,” the order reads.

Speaking at the National Healthcare Congress, the head of state recalled that the implementation of new national projects will begin in 2025, including Long and Active Life and New Health Preservation Technologies. “Strengthening and developing healthcare, of course, occupies a key place in them and covers almost all areas: from primary care to the introduction of advanced technologies and improving the culture of health preservation,” Putin noted.
In his opinion, “these national projects are distinguished by a comprehensive, broad approach to the use of all factors and resources that influence saving the people.” “And this is our number one task,” the President said.
“All our national projects are focused on people, on creating conditions for improving the well-being and quality of life of the citizens of our country,” the head of state emphasized.
Putin called the National Healthcare Congress a flagship platform for a comprehensive discussion of the prospects for domestic healthcare. According to him, many recommendations developed by experts at these forums in previous years are taken into account in the activities of federal and regional authorities, are widely implemented in medical institutions, and “the exchange of experience with foreign participants mutually enriches the practice of organizing national healthcare systems.” The President assured that “constant work is being carried out in Russia in this direction.” He recalled that in recent years, about 1.7 trillion rubles have been allocated for the implementation of specialized federal projects. “Thanks to such significant support, not only current tasks are being successfully solved, but breakthrough results are also being achieved,” the head of state noted. As an example, he cited the fact that the Russian Federation was the first in the world to register a vaccine against coronavirus, which “helped save the lives and health of millions of people in 71 countries around the world.” Russian President Vladimir Putin recently ordered the development of a concept for the development of adaptive sports for the period up to 2030. “I ask that a concept for the development of adaptive sports and adaptive physical education be developed for the period up to 2030 and for the long term up to 2036.
